Flight and Vessel Permits

Pursuant to the International Military Co-operation Act, the Ministry of Defence shall co-ordinate the issuing of permits for entry of foreign military vessels in Estonian territorial waters or inland waters and a permit for entry into Estonian airspace of foreign state military aircraft.

The application is to be submitted to the Ministry of Defence only in the event that foreign state aircraft are involved. A foreign state aircraft is an aircraft that is used for military, customs or police purposes. The aircraft must be recorded in the state aircraft register or the national civil aircraft register, and be used by the armed forces.

The application form shall be completed using block letters in English and shall be forwarded to the Ministry of Defence no later than:

  • 7 working days prior to the planned entry into Republic of Estonia airspace;
  • 3 working days prior to the planned entry into Republic of Estonia airspace by those countries whose military aircraft enter under a multiple entry flight permit.

The application is to be forwarded via the foreign representation located in Estonia. States that do not have a diplomatic representation within the Republic of Estonia may submit the application to a foreign mission of the Republic of Estonia. In such a case, the foreign mission is obligated to forward the application to the Ministry of Defence within one working day.

For entry into Estonian airspace by of a foreign state aircraft equipped with a nuclear device or which is carrying a nuclear weapon or radioactive substances on board or for the entry of other foreign state aircraft used for other national non-commercial purposes, the foreign state shall apply for a diplomatic clearance from the Ministry of Foreign Affairs through diplomatic channels at least 14 calendar days before the planned entry

The Ministry of Defence only regulates the granting of diplomatic clearance to military ships. The corresponding application is to be completed for the granting of diplomatic immunity for foreign military vessels.

The application is to be forwarded via the foreign representation located in Estonia. States that do not have a diplomatic representation within the Republic of Estonia may submit the application to the foreign mission of the Republic of Estonia. In such a case, the foreign mission is obligated to forward the application to the Ministry of Defence within one working day.

The application form shall be completed using block letters in English and shall be forwarded to the Ministry of Defence at the latest:
 

  • 10 working days prior to the entry of the vessel into the territorial waters of the Republic of Estonia;
  • 3 working days prior to the entry into the territorial waters of the Republic of Estonia by those countries whose military vessels enter under the basis of a multiple entry diplomatic clearance.

For entry in the inland maritime waters of a foreign vessel with a nuclear engine or which is carrying a nuclear weapon or radioactive substances on board or for entry of other vessel used for other national non-commercial purposes, the foreign state shall apply for a diplomatic clearance from the Ministry of Foreign Affairs through diplomatic channels at least 14 calendar days before the planned entry.

States that are Estonia’s military allies or whose military vessels and aircraft are participating in co-operation projects with the Republic of Estonia, shall be issued a multiple entry flight permit and diplomatic clearance, which shall be valid for one (1) year.
